Proposal Summary:

USAID/Kenya and East Africa intends to award a five-year, single holder IDIQ to provide monitoring, evaluation, verification and reporting services for USAID’s portfolio of activities in Somalia. The data will report on challenges, successes and changing development priorities in Somalia, enabling USAID to adjust its strategy accordingly.

Position Summary:

The Third-Party Monitoring Specialist will be responsible for contributing to the project’s monitoring, research and learning activities and system. He/she will provide training and support to program officers and partner staff in data collection and data integrity.

This position is likely to be based in Mogadishu.


  • Lead development of data collection instruments for administration by subcontracted enumerators.
  • Provide training to enumerators, including travelling to site visits. Training will include extensive focus on ensuring data are high quality and free from errors.
  • Clean and analyze data as it is received; prepare preliminary reports for review.
  • Manage monitoring data within the project’s monitoring database.


  • Minimum of seven (7) years of relevant work experience required.
  • Bachelor’s degree in a relevant field , such as international development, political science, economics statistics, etc. required.
  • Strong experience collecting monitoring data related to development or humanitarian programs required.
  • Experience gathering data from remote, non-permissive locations required.
  • Experience in a conflict or hardship context with a complex socio-political context required.
  • Experience on a USAID project preferred.
  • Proficiency in Microsoft Office skills (Excel, Word, Outlook and PowerPoint) required.
  • Outstanding management, reporting and communications skills required.
  • Ability to work in multi-cultural environments and build effective working relationships with clients and colleagues.
  • Fluency in written and spoken English and Somali required. Arabic desired.
