Background

Selection of national or regional expert in Somalia:

 

Within the frame of the GIZ tender procedure

for the project ’Reconstruction of vocational

education and training in Somalia’, GOPA

Consortium from Germany is searching for

suitable candidates with expertise in vocational

training, private sector development, training

of teachers, curriculum development to be

nominated for the position of:

National/Regional Expert # 1 – Qualifications

and curriculum development.

 

The post is full time (15 months: July/August 2020 – November 2021);

Project activities will be implemented in principle in Somaliland, Puntland,

Benadir/Mogadishu, Jubaland; Project Start: August 2020 and project End: November

  1. Results of the tender and contract award are to be released in July 2020.

The contractor (bidder) is primarily responsible for output B of the TC measure “The

quality of training opportunities for selected occupational profiles is increased” and it

also contributes to the module objective “The supply of qualified labour covers the

demand of the labour market in selected areas of Somalia.

 

In the period July/August 2020 to November 2021, the contractor (AN) is expected to

implement the following tasks and associated subtasks:

Development of curricula, teaching materials, examination procedures and

documents (for the practical and theoretical part of 4 modular 4-year training

courses; defined profiles are agriculture/ horticulture, motor vehicle mechatronics

technician, construction sector)

Training of master trainers (at least 48 Master trainers from different federal

states and with different relevant profiles).

Training and further training of teachers (at least 240 teachers from the four

different regions/countries and with different profiles) in the new curricula and in

the use of the newly developed teaching materials in cooperation with the master

trainers.

Development of proposals for exchange formats between trainees from

different countries (within Somalia) in cooperation with the teachers.

Qualifications of the Expert #1

  • Education (2.2.1): University degree (diploma/master’s degree) in social
  • sciences, economics, engineering or education
  • Language (2.2.2): Fluent in English
  • General professional experience (2.2.3): 7 years of professional experience in the
  • sector vocational training or private sector development
  • Specific professional experience (2.2.4): 5 years of professional experience in
  • promoting business start-ups and in the development of curricula
  • Leadership experience/management (2.2.5): none
  • Regional experience (2.2.6): 5 years of experience in Europe and East Africa
  • Development Cooperation (DC) experience (2.2.7): 4 years of experience in DC
  • projects
  • Other (2.2.8): Experience in impact monitoring and fragile contexts

Tasks of the Expert #1 for the project implementation:

Support in the conception and implementation of the development of 4 long-term

qualifications and numerous short-term qualifications, as well as teaching and

learning materials. Four of these profiles are to be developed on four levels and

implemented in the “model vocational schools” and to implement them in private

enterprises, at least two are to be developed only at level one and will be

implemented in governmental and/or non-governmental training centres.

  • Consideration of cross-cutting issues (e.g. equal rights of genders).
  • Planning and control of the missions and support of local and international Shortterm experts.
  • Support for impact monitoring.
  • Support for regular and timely reporting.
