Proposal Summary:

USAID/Kenya and East Africa intends to award a five-year, single holder IDIQ to provide monitoring, evaluation, verification and reporting services for USAID’s portfolio of activities in Somalia. The data will report on challenges, successes and changing development priorities in Somalia, enabling USAID to adjust its strategy accordingly.

Position Summary:

The M&E and Learning (MEL) Specialist will be responsible for leading and managing the technical work related to performance monitoring, evaluation and learning under this contract. This position is expected to be based in Mogadishu.

Responsibilities:

  • Lead the technical design, data analysis, and report writing aspects in relation to the monitoring of activities and processes under this contract.
  • Lead/oversee the review of the USAID PMP and providing technical support for implementing partners on the development of their activity MEL plans, and support such technical work as reviewing reporting methods, carrying out training needs and designing reporting tools.
  • Oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract.
  • Participate in training of field monitors.
  • Support the design, quality, development and completion of all assessments, analytical reports and evaluations.
  • Contribute substantially to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.

Qualifications:

  • Bachelor’s degree in a relevant field plus at least 7 years of experience in conducting and/or overseeing M&E and Learning activities for donor-funded development projects in a variety of sectors, such as governance, economic growth, education and health.
  • Advanced degree in in international relations, economics, statistics, public policy, research methods, program assessment, evaluation/measurement or another relevant field preferred.
  • Demonstrated M&E experience in development and/or humanitarian programs is required.
  • Experience in a conflict or hardship context with a complex socio-political context required.
  • Direct experience developing and managing monitoring systems and/or conducting social science research.
  • Experience designing qualitative and quantitative data collection efforts, analyzing and reporting data.
  • Experience supporting program evaluations, preferably as a team member.
  • Full professional proficiency in spoken and written English and Somali required.
