Introduction

Centre for Peace and Democracy (CPD) has received grant funds for Support for Joint Galkayo Peacebuilding Initiative project in Galkayo District through Somalia Stability Fund (SSF).

Project Objective

  • Improved economic (free movement of goods and services), social (social cohesion and integration i.e. free movement of people) and political wellbeing of communities on both sides.
  • Reduced conflicts, population displacement and destruction that results from incessant conflicts.
  • Increased women, youth and other marginalized groups’ voices enhancing local discussions and activities on peace.

Outcome:

The expected outcome of the project is enhanced community capacity to prevent, resolve and contain destructive conflicts through establishment of effective and integrated community managed and led dispute settlement mechanisms in Galkayo and South Mudug conflict axis.

Project Target group

The project targets all communities that live in Galkayo Town and South Mudug conflict axis, with main objective of bringing together communities residing in both north and south coexist peacefully and harmoniously where citizens collectively contribute towards peace and development.

Audit

End of Project external audit is required in the agreement between Centre for Peace and Democracy (CPD) and Adam Smith International acting on behalf of Somalia Stability Fund (SSF) therefore wishes to engage the services of an audit firm for the purpose of the auditing the project expenditure between 01 May 2019 to 31st October 2020 amounting approximately USD 720,000.

Audit Objective

The objective of the audit is to assess whether the project implemented by Centre for Peace and Democracy (CPD) has been implemented in accordance with the following.

  • The audit shall be carried out in accordance with International Standards on Auditing.
  • Compliance with the terms and conditions of the project agreement between Adam Smith International and Centre for Peace and Democracy.
  • Use of the project funds exclusively for purposes of the project and in accordance with the cooperation agreement.
  • Whether the financial statements show a true and fair view of the income and expenditure and the financial position of the project.
  • National laws and regulations.
  • Supporting documentation is complete and accurate.
  • Adequate organization internal controls are in place.

In order to complete this engagement, a combination of the following procedures should be used:

  • Verification of records and transactions.
  • Review of grant agreements, policies and procedures to ensure compliance.
  • Review of relevant support documentation.
  • Present list of assets and liabilities.
  • Present detailed project budget and expenditure.
  1. Audit Period

The Centre for peace and democracy expects the selected firms to complete the audit assignment within 3 weeks from the moments award is given to commence work.

  • Project financial Report-Appendix 1
  • Project audit opinion
  • Management Letter-Appendix 2
